The Hampton Roads District is seeking a Program Management Analyst (Locally Administered Project Coordinator) for the Hampton Roads Urban Program Management Section. The Locally Administered Project (LAP) Coordinator is a key position in the successful delivery of the District’s Locally Administered Program. This position plays a critical role by supporting the locality Project Managers in all project development functions such as Scoping, Environmental, Right of Way, Advertisement and financial oversight of projects to include reimbursements. The LAP Coordinator is the link to the locality project manager understanding the applicable State and Federal requirements and development processes to ensure the projects are developed on schedule and within budget. The successful candidate for this position will be able to: Provide guidance and direction to local project managers on project development tasks and deliverables for consultant procurement, scoping, design, environmental, right of way and construction. Effectively communicate VDOT policy, state and federal requirements to ensure projects are developed in accordance with locally administered project development processes and eligible for reimbursement. Organize and prioritize tasks to meet project milestones and VDOT performance metrics. Collaborate with internal and external stakeholders to discuss project risks and recommend solutions to the project team and management. Monitor and update projects in the VDOT project management system and provide status updates to local project managers and VDOT management. Analyze project estimates to ensure all project deliverables, risks, oversight and contingency have been included in the estimate. Perform the role with professionalism and excellent customer service. The Core Responsibilities for the position include: Project Development and Local Project Coordination – Serving as a liaison between VDOT and the Locality project managers. The VDOT project coordinator will provide technical reviews of project submittals and provide oversight of the development of construction projects with various scopes of work from preliminary engineering and right of way phases through advertisement. Working closely with local government project managers to ensure that local projects are delivered on schedule, within budget, and in accordance with applicable State and Federal requirements. Ensuring local projects meet the requirements for federal and state reimbursement. Coordinating with all necessary disciplines. Providing solutions to project problems and issues. Task and Time Management – Prioritizing and organizing work to support project work schedules. Managing records including electronic and paper project documentation and files. Adapting to change in job assignments, methods, personnel and surroundings. Communications – Communicating with locality staff, internal technical experts and District Leadership. Responding to inquiries and concerns for locality project managers. Reporting status regarding ongoing project assignments and schedules to supervisor and District Leadership. Additional responsibilities for the position include: -Ensuring project estimates and schedules are in accordance with VDOT policies and updated regularly and accurately. -Implementing recommended schedule and estimate changes and project information into VDOT systems. -Meeting with District and local staff to ensure timely development and delivery of District and regional projects. -Coordinating review of plans, specifications, estimates, schedules, and other project deliverables on locally administered projects, providing feedback and guidance to local government project managers.

Required Qualifications:

Considerable knowledge of federal, state, and local transportation laws, regulations, policies and operations. Knowledge of principles, practices, procedures and technical aspects of planning, preliminary engineering, construction, project management, and operation processes for transportation projects. Demonstrated ability to oversee the review and processing of multiple design projects of varying complexity. The ability to provide guidance to local government staff to ensure all federal and state requirements are met. Experience reading and interpreting highway plans, road and bridge specifications and technical documents. Good communication skills and experience with evaluation and research. Skilled in the use of computers and software applications. Experience in Project Management, highway design and engineering, roadway construction, planning or programming.

Preferred Qualifications:

Degree in planning, project management or civil engineering preferred; equivalent experience or training may substitute for degree. Experience in highway design and engineering, roadway construction, planning, or funding programs. Knowledge of VDOT’s financial and project data management systems, including iSYP, PAM, Cardinal, Project Pool, PWA, Federal Strategy Database, and Project Closeout Database. Certified Associate in Project Management (CAPM) preferred.
