Job Summary Under the direct supervision of a Civil Engineer II or as directed, the Civil Engineer I will assist with coordinating water, wastewater, stormwater and/or transportation projects and review subdivision, land development, and capital improvement project plans to ensure prepared plans comply with codes, ordinances, professional standards, best practices, and applicable regulatory requirements. ESSENTIAL FUNCTIONS • Coordinates and updates pavement management program; updates database to reflect new or revised conditions; adds new streets; assists with conducting field investigations to verify accuracy of information; assists creating the pavement maintenance plan; estimates future pavement maintenance needs; prepares and submits GIS maps and condition reports • Assists with management of water, wastewater, stormwater and transportation projects and contracts; duties include preparing preliminary designs and budget estimates; procuring professional and non-professional services, drafting bidding and award documents, soliciting and receiving RFP’s; scheduling and coordinating work activities; processing pay requests and invoices; reviewing and recommending approval of change orders; conducting construction inspections as part of a completed project field review • Conducts and reviews modeling, testing, planning, and engineering studies in support of project analysis and design in coordination with consultant engineers; may provide technical support during construction; reviews and verifies engineering calculations and analysis prepared by consultant engineers • Provides information and technical assistance regarding water, wastewater, stormwater and transportation issues and projects; participates in the development of water, wastewater, stormwater and transportation improvement projects in coordination with other departments; conducts programming assessments to determine space, infrastructure, and other project requirements • Performs technical review of plans for water, wastewater, stormwater and transportation related issues; ensures compliance with applicable laws, ordinances, regulations and standards; inventories plan submissions for all required documentation; requests additional information as appropriate; works with developers and contractors to modify plans for conformity • Provides information and technical assistance concerning construction plans, construction requirements, and related issues; researches and investigates cause of problems • Develops preliminary and final plans and designs using GIS, CAD and other engineering/drafting tools • Develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan • Responds to complaints and questions related to division operations and activities; initiates problem resolution • Prepares or completes various forms, reports, correspondence, construction plans and specifications, engineering reports, contract documents, public relations documents, or other documents • Receives various forms, reports, correspondence, maps, inspection reports, engineering reports, construction plans and specifications, contract documents, procedures, handbooks, reference materials, manuals, laws, codes and ordinances or other documentation reviews; completes, processes, forwards or retains as appropriate • Communicates with supervisor, Town officials and employees, consultants, contractors, the public, outside agencies and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate • Performs other duties as required

Required Qualifications:

JOB REQUIREMENTS EDUCATION • Bachelor’s degree in Civil Engineering or related field LICENSES AND CERTIFICATIONS Required: • Valid Virginia driver’s license with the ability to meet and maintain Town insurability requirements and a minimum of two (2) years of driving experience • Possess and maintain certification as an Engineer-In-Training (EIT) or obtain within one (1) year of hire date
