SALARY $62,760.92 - $108,109.68 DOE Under limited supervision, this position is responsible for the day-to-day coordination and administration of the Emergency Management Division, including maintaining operational readiness and activation of the City's Emergency Operations Center in the event of declared emergencies or disasters. Reports to the Chief Fire Marshal. ESSENTIAL JOB FUNCTIONS Responsible for the overall development and implementation of the City’s Emergency Operations Plans, Continuity of Operations Plan, annexes thereto, and other disaster and emergency preparedness plans under the direction of the Chief Fire Marshall and Fire Chief. Assists department management in developing threat and hazard identification and risk assessments. Assists with monitoring federal, state, regional, and local laws; rules, policies, procedures, and emerging trends in public protection to develop recommendations for senior management or other agencies, aimed at improving or expanding public safety capabilities. Regularly convenes and facilitates meetings with emergency management staff and City agencies, recommends appropriate courses of emergency action, establishes emergency planning guidelines, and ensures compliance with federal, state and city emergency management guidance. Provides leadership and guidance necessary to ensure a continuing and efficient operation of the emergency management office. Responsible for effective supervision and administration of the Emergency Management Division to include performance management, employee relations, prioritizing and assigning work and related activities. Assists with monitoring operating funds to include appropriated funds, grants or other sources to control expenditures. Coordinates with federal, state, regional, and local emergency management activities to enhance efficiency and responsiveness in public protection; serves on committees, boards, or other activities engaged in determining goals, objectives, and policy for emergency preparedness. Communicates, collaborates, and coordinates with other city departments, city leaders, citizens, volunteers, business community members, military, and non-profit organizations in order to support the City's emergency management program. Responsible for the overall management and evaluation of emergency preparedness training, exercises and drills to ensure adequate response to all types of emergencies and disasters. Conducts studies, special projects and research to identify public protection requirements. Researches, prepares and submits proposals for local, state or federal funding opportunities such as grants or cost share awards; administers and maintains accountability for any funding received. Assists in the coordination of emergency services at the Emergency Operations Center in the event of an emergency or disaster. Performs other duties as assigned. REQUIRED KNOWLEDGE • Emergency Management – Comprehensive knowledge of state and federal regulations related to design, development, delivery, and evaluation of community preparedness planning and execution. Comprehensive knowledge of the response requirements for an all-hazard environment and other protective measures provided by local government. Comprehensive knowledge of the National Incident Management Systems (NIMS). • Supervision - Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff. • Technology – Knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software. REQUIRED SKILLS • Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations. • Judgment and Decision Making — Evaluates the best method of research and then exercises appropriate judgment in establishing priorities and resolving complex matters. Considers the relative costs and benefits of potential actions to choose the most appropriate one. • Communication – Communicates complex and technical ideas and proposals effectively so others will understand to include preparation of reports, schedules, and documentation. Listens to and understands information and ideas presented verbally and in writing. REQUIRED ABILITIES • Emergency Management - Ability to use emergency communications systems, including related computer systems and software applications. Ability to research and develop training and safety related programs and curricula from a variety of sources to include federal and state safety regulations. Ability to develop, conduct, and coordinate broad-spectrum emergency drills and educational programs for a diverse audience. • Coordination of Work – Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Performs a broad range of supervisory responsibilities over others. • Accounting & Budgeting - Ability to perform arithmetic, algebraic, and statistical applications. Ability to employ economic and accounting principles and practices in the analysis and reporting of data. EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Public Administration, Business Management, Communication, Emergency Management, or related degree, and 5 years of experience in emergency management and disaster preparedness, with 1-2 yrs. of supervisory or lead experience, or an equivalent combination of education and experience. ADDITIONAL REQUIREMENTS Requires an acceptable general background check to include a local and state criminal history check. A valid driver’s license with an acceptable driving record. Must possess NIMS IS-100, 200, 300, 700, and 800 certifications or equivalent and obtain IS-400 or equivalent within one year of employment. Must obtain Emergency Management Institute (EMI) Professional Development Series Certification within one year of employment and the Advanced Professional Series Certificate within two years of employment. For emergency recall, this position has a 60-minute response residential requirement to the Emergency Operations Center (EOC) utilizing non-emergency driving methods. This position is subject to being on-call after normal work hours for emergency recall to support activation of the EOC. Position is considered essential during emergency situations. PHYSICAL REQUIREMENTS • Requires the ability to exert light physical effort in sedentary to light work. • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). • Tasks may involve extended periods of time at keyboard or workstation. SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions.
