Estimated Hiring Range: $39,946.77 - $45,394.06 Based on Experience Under general supervision, this position is responsible for providing technical and administrative support for the department and performs budgetary analysis and reporting functions for external agencies and small departments, as assigned by the Budget Director or Budget Manager. Works on assigned projects independently or with Budget Analysts, to include the Grants Budget Analyst on reporting, projects. Reports to the Director. ESSENTIAL JOB FUNCTIONS Coordinates, analyzes, interprets and processes budget documents to ensure conformance with applicable policies and procedures and established guidelines. Supports assigned departments with operating budget needs. Interacts with the public and others outside the work unit to obtain and provide information and assistance in a variety of circumstances. Screens and responds to general inquiries and complaints; provides information on policies and procedures. Performs routine administrative support functions such as compiling, posting or recording information from a variety of sources that usually involves calculations, research and verification of information. Functions may include completing forms, reports, questionnaires and other similar documents. Performs routine departmental purchasing; acts as departmental payroll clerk. Coordinates with Information Technology Department as necessary to maintain the departmental website. Is responsible for Budget Department operating budget, reporting to the Director. For assigned departments or agencies, coordinates with contacts to develop budget submissions in accordance with the annual Budget Preparation Instructions; reviews, monitors and analyzes budgetary requests; makes recommendations as appropriate; monitors and evaluates compliance with budgetary restrictions. Makes recommendations for possible funding sources. Works with departments on City Council resolutions and performs follow up analysis for City Council appropriation actions. Performs other duties as assigned. REQUIRED KNOWLEDGE • Financial Management - Knowledge of general, budget, cost, and accounting as they relate to the principles, procedures, techniques and terminology of municipal government. Knowledge of specific budget processes for operating budgets. • Office Administration – Knowledge of office systems, practices, procedures, and administration. Knowledge of general office equipment and personal computers to include word processing, spreadsheet, database, and related software. • Customer Service — Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction. REQUIRED SKILLS • Computer Skills – Utilizes a personal computer with word processing, spreadsheet, and related software to effectively complete a variety of administrative tasks with reasonable speed and accuracy. • Interpersonal Relationships/Customer Service – Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations. • Time Management - Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules. REQUIRED ABILITIES • Communication – Ability to communicate ideas and proposals verbally and in writing effectively so others will understand, to include the preparation of detailed reports which include numerical information. Ability to listen and understand information and ideas being presented verbally and in writing. • Critical Thinking – Ability to analyze and interpret information and data to ensure compliance with all applicable Federal, State, and Local laws. • Mathematics - Ability to perform arithmetic and statistical applications. Ability to employ basic math principles and practices in the analysis and reporting of data. EDUCATION AND EXPERIENCE Requires a minimum of a high school diploma, and 3 – 5 years of related administrative or budgeting experience or an equivalent combination of education and experience. Related undergraduate course work preferred. ADDITIONAL REQUIREMENTS Requires an acceptable general background check to include a local and state criminal history check and a valid driver’s license with acceptable driving record. PHYSICAL REQUIREMENTS • Requires the ability to exert light physical effort in sedentary to light work. • Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). • Tasks may involve extended periods of time at keyboard or workstation. SENSORY REQUIREMENTS • Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. • Some tasks require the ability to communicate orally. ENVIRONMENTAL EXPOSURES Essential functions are regularly performed without exposure to adverse environmental conditions. Required Qualifications:
