Under general supervision, this position is responsible for overall management of work crews that perform installation and repair of water pipelines and other Components of the water distribution system. Reports to the Water Distribution Operations Coordinator or the Water Distribution Superintendent. ESSENTIAL JOB FUNCTIONS Schedules, supervises and oversees several crews of skilled workers performing installation and repair of water pipelines and other components of the water distribution system; identifies and resolves operating difficulties; ensures materials and supplies are available; coordinates requests for emergency or unscheduled work; inspects work to ensure conformance with instructions and regulations including the American Waterworks Association (AWWA), Occupational Safety and Health Administration (OSHA) Standards, Virginia Department of Transportation (VDOT) regulations as well as city and departmental policies and procedures. Performs administrative work to include compiling and maintaining attendance and production records. Responsible for the effective supervision and administration of several crews including preparation of reports, performance management, employee relations, prioritizing and assigning work and related activities. Ensures the safety of City equipment, private property, and others by following proper safety procedures, watching for overhead utility lines, and checking for traffic and underground utilities; performs routine checks and preventive maintenance on equipment; identifies and reports equipment malfunctions; cleans equipment as needed. Performs other duties as assigned.
Required Qualifications:
EDUCATION AND EXPERIENCE Requires a high school diploma and 3-5 years of closely related experience with 1-2 year of supervisory experience, or an equivalent combination of education and experience. ADDITIONAL REQUIREMENTS An acceptable general background check to include a local and state criminal history check; a valid driver’s license with acceptable driving record. Must obtain a Commercial Driver’s License (CDL) permit prior to employment and complete the practical portion of the CDL test within 60 days of employment. Position requires satisfactory results from a medical and audio evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing. Virginia Department of Transportation (VDOT) Flagger and Intermediate Work Zone Traffic Control Certifications within six (6) months of employment. The job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations.
