Estimated Hiring Range: $53,271.04-$62,535.56 Based on Experience GENERAL STATEMENT OF RESPONSIBILITIES Under general supervision, this position is responsible for coordinating and implementing the City’s emergency preparedness plans to include emergency sheltering, coordinating public education activities for the Division of Emergency Management, managing the Community Emergency Response Team (CERT) Program, and providing emergency first aid training opportunities for non-English speaking citizens. The position will also assist in the Emergency Operations Center during emergency and disaster response activations. Reports to the Deputy Coordinator of Emergency Management. ESSENTIAL JOB FUNCTIONS Responsible for the effective supervision and administration of the division’s disaster preparedness and public education initiatives including budget preparation and monitoring, purchasing and financial transactions, performance management, volunteer coordination, prioritizing and assigning work and related activities; researches and applies for grants to fund new and existing programs on the federal, state, and local levels; implements and manages grant projects; compiles information and prepares a variety of reports, proposals, and presentations on various disaster preparedness, fire safety, emergency first aid, terrorism, and related topics; and analyzes statistical data. Responsible for planning, training, logistics, and communications related to establishing emergency shelters throughout the City. Prepares Mass Care Annex sheltering plans; maintains list of available shelter facilities; ensures preparedness to include monitoring and inventorying available shelter supplies and equipment, availability of communication networks, assessment of software and equipment, and that appropriate signage and shelter maps are available. Tracks shelter information in WebEOC, collaborates with City Communications Department, and serves as Administrator in the City’s mass communication system to update and send emergency shelter activation messages as appropriate. Develops and oversees the department’s Pet Shelter and Points of Distribution Operations during emergency activations. Assists the Emergency Operations Center (EOC) during activations for emergencies or disasters and is subject to recall; provides emergency instructions to City employees; attends meetings, exercises, forums, and functions relating to emergency management as a representative of the City of Newport News. Assists with the preparation of emergency management media briefings; works with the City’s Public Information offices in developing and providing appropriate public protective measures and information. Writes standard operating procedures for pet sheltering, Community Emergency Response Team (CERT), points of distribution, and the use of electronic media in emergency management. Develops, coordinates, recruits, trains, and establishes priorities for the (CERT) Program. Presents and provides CERT Program awareness and training to local businesses, Newport News Public Schools, fire and City personnel, and the community at large. Develops, coordinates, and oversees the public and private partnership program to engage local businesses in disaster preparedness, training, and response activities. Designs, evaluates, and controls CERT and other emergency management exercises; prepares after-action reports and improvement action plans. Creates and maintains an annual training calendar and three-year regional exercise plan with Peninsula partners. Collaborates with the Commonwealth Catholic Charities, churches, and local organizations to develop and design specialized disaster preparedness, fire safety, and emergency first aid training to non-English speaking population in the region. Performs other duties as assigned.

Required Qualifications:

EDUCATION AND EXPERIENCE Requires a Bachelor’s Degree in Public Administration, Business Administration, Emergency Management or a related field and 5 years of related experience in emergency management, or an equivalent combination of education and experience. ADDITIONAL REQUIREMENTS Requires an acceptable general background check to include a local and state criminal history check. A valid driver’s license with an acceptable driving record. Must possess certifications for National Incident Management Systems (NIMS) courses IS-100, 200, 300, 700, and 800, or equivalent certifications. Must obtain IS-400 or equivalent certification within one year of employment in this position. Emergency Management Institute (EMI) Professional Development Series and Advanced Professional Series certification is preferred. This job is considered Essential Personnel and will be required to work during and following natural disasters and emergency situations. PHYSICAL REQUIREMENTS Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at keyboard or work station. SENSORY REQUIREMENTS Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
