The Construction Logistics Superintendent supports the successful execution of Force Account construction, renovation, major maintenance and repair projects within the Construction and Major Maintenance section through the efficient management of the construction logistics supply chain and Central Engineering Centralized Construction Logistics Yard (CE-CCLY). The Construction Logistics Superintendent is responsible for: The organization and consolidation of construction, renovation, major maintenance and repair materials in a manner which maximizes safety, efficiency, and productivity. Planning and Coordinating the use of key construction assets such a scaffolding, construction equipment (backhoes, compaction equipment, welding rigs etc…) in order to support ongoing construction, renovation, major maintenance and repair efforts. Directing the distribution of construction materials and equipment from the CE-CCLY to each individual construction, renovation, major maintenance and repair project sites. Supervising and maintaining the physical security of the CE-CCLY and overseeing the implementation and execution of the required security protocols – both by CE-CCLY staff and outside contractors. Supervising the condition oversight and repair and maintenance of CE-CCLY’s ten (10) buildings. Supervising the operational fleet management of vehicles, heavy construction equipment, and mobile construction equipment which includes: four (4) long haul road tractors, six (6) dump trucks, one (1) crane truck, 30+ small work trucks, seven (7) excavators, ten (10) backhoes, two (2) track loaders, seven (7) skid-steer loaders, three (3) tractors, and twenty (20) scissor lifts. Supervising the preventative maintenance of vehicles, heavy construction equipment, and mobile construction equipment per original equipment manufacturer recommendations and corrective maintenance (as required). Supervising the preventative and corrective maintenance of large construction tools / equipment – such as generators, welding equipment, compaction equipment, concrete mixers, concrete pumps, drills, saws, etc. Supervising the MMS system data entry to document compliance with fleet vehicle and construction / maintenance equipment preventative maintenance plan(s). Ensuring compliance with Central Engineering health, safety and environment policy by staff, subcontract and offender labor at the CE-CCLY. Supervising and mentoring a CE-CCLY construction logistics team of two (2) permanent Vehicle/Equipment Operator IIIs, one (1) contract Vehicle/Equipment Operator III, and one (1) contract Maintenance / Construction Technician IV. Responsible for the oversite, training, and security of 10 minimum custody incarcerated offenders assigned duties and tasks to efficiently operate the CE-CCLY. Supervising the data entry for construction equipment, tools, and material management and tracking within the web based CE-CCLY database. Oversight and management of the annual reconciliation of Central Engineering assets as part of the yearly asset inventory. Managing the disposition of excess, lost, damaged or destroyed assets and materials through the standard State of North Carolina policies and procedures. Utilizing understanding of construction, renovation, major maintenance and repair means and methods to continuously improve the CE-CCLY operations. Utilizing understanding of the project life cycle to effectively direct and manage the logistics supply chain in a manner which supports the construction, renovation, major maintenance and repair project schedules.
Required Qualifications:
Experience with construction procurement and/or experience using a materials management database system. Working knowledge of construction equipment, tools and materials used in general, plumbing, mechanical, electrical, and/or security trades. Working knowledge of the repair and maintenance of long haul road tractors and/or heavy construction equipment. Demonstrated experience scheduling, loading, and/or coordinating the delivery of commercial construction materials and equipment. Working knowledge of the North Carolina Department of Transportation weight restrictions guidelines for tractor trailer loads. Working knowledge of standard practices of tractor trailer weight distribution and optimal loading techniques. Knowledge of cargo strapping and chaining techniques for securing commercial equipment and materials for safe delivery. Possesion of a current Class A Commercial Driver's License (CDL) issued by the North Carolina Division of Motor Vehicles OR the ability to obtain within the first 12 months of employment. Possesion of a current Public Operators Commercial Pesticide License OR the ability to obtain within the first 12 months of employment.
Preferred Qualifications:
Ability to direct journey level work in a variety of trades, interpret and comprehend schematics and blueprints, and to estimate construction, renovation, major maintenance and repair projects at the CE-CCLY. Ability to diagnose routine maintenance, obtain estimates and approval of unexpected repairs. Ability to effectively communicate and provide status updates to department stakeholders. Ability to efficiently operate computer and internet based software. Ability to work with minor administrative and technical supervision. Ability to identify safety hazards and lead a proactive safety culture. Ability to supervise as well as operate heavy construction equipment in the loading of transport trailers. Ability to manage multiple simultaneous processes in a dynamic environment. ADA Physical Requirements will be discussed during the interview.
