The incumbent of this position serves as a naval architecture specialist in performing critical aspects and projects of the Section. These functions are associated with the construction, modernization, overhaul, conversion, maintenance and repair of a wide variety of vessels. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: At the GS-7 level, the incumbent will perform a variety of naval architecture duties for professional development related to hulls, structural systems and machinery on vessels within the jurisdiction of the SFLC. At the GS-9, GS-11, and GS-12 levels, the incumbent will be responsible for: - Developing complete designs, specifications and cost estimates for the alteration, repair, and maintenance of hull and structure systems and machinery on board Coast Guard vessels. - Reviewing specifications prepared by other engineers and recommends revisions and improvements to meet Coast Guard requirements. - Evaluating, critiquing, and approving contractor's technical proposals and drydocking plans and identifying inconsistencies, potential errors or ambiguities. - Providing technical advice to field personnel and representatives of the Navy and maritime industry concerning the intent and application of maritime safety regulations pertaining to dry docking. - Performing extensive weight and moment calculations. - Witnessing and conducting inclining experiments, stability tests and deadweight surveys in the field on all types of Coast Guard vessels. - Conducting training and developing training aids for personnel in the fields of dry docking and ship stability. - Determining the best repair, writing specifications and developing cost estimates for assigned cutter classes scheduled maintenance availabilities and emergency repairs.

Required Qualifications:

Basic Requirements: All applicants must possess knowledge of professional engineering principles, methods and procedures through the following: completion of a bachelor's or higher degree in engineering from an ABET accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b)strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR registration as a professional engineer by a state, the District of Columbia, Guam, or Puerto Rico. OR successfully passed the EIT examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET accredited program. OR a combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph A above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND have at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION applicants for position above the GS-5 level must also meet the additional qualification requirements shown below: Candidates at the GS-7 level must have at least one year of specialized experience (equivalent to at least the GS-5 level in the Federal service) defined as nonroutine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Candidates at the GS-7 level may also meet the additional qualification requirements through the following: 1. Superior academic achievement at the baccalaureate level in a professional engineering curriculum. 2. Completion of all the requirements of a Federal baccalaureate level student-trainee program, including 1040 hours of work experience, 320 hours of which was at the GS-5 level. 3. Applicants with an engineering degree who have appropriate experience as a technician equivalent to grade GS-5 or higher may have such experience credited for grade GS-7 only on a month-for- month basis up to a maximum of 12 months. 4. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. Candidates at the GS-9 level must have at least one year of specialized experience (equivalent to at least the GS-7 level in the Federal service) providing engineering support for projects of limited scope associated with the design, construction, modernization or maintenance of vessels or marine equipment covered by established methods and techniques. Candidates at the GS-09 level may also meet the additional qualification requirements through the following: 1. Possession of 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree that is directly related to the duties of this position. 2. Possession of a combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position. Candidates at the GS-11 level must have at least one year of specialized experience (equivalent to at least GS-09 level in the Federal service) performing independently projects of limited scope associated with the design, construction, modernization, developmental and operational testing, and maintenance of vessels or marine equipment covered by established methods and techniques. For example, feasibility studies, analyses, final drawings, specifications, design plans and criteria, technical reviews, compliance and costs. Candidates at the GS-11 level may also meet the additional qualification requirements through the following: 1. Possession of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree that is directly related to the duties of this position. 2. Possession of a combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position. Candidates at the GS-12 level must have at least one year of specialized experience (equivalent to at least GS-11 level in Federal service) performing duties associated with the construction, modernization, overhaul, conversion, maintenance and repair of a variety of vessels including determining dimensions/hull type, powering requirements, layout, structural and stability analyses, design plans, specifications, hydrostatics, testing, technical reviews of contractor designs and specifications, and feasibility studies.
